Sorry, maybe I don't understand the instructions you gave.
I have copied the files to my site root, in the same locations they were in my language pack.
/htdocs/language/schinese_utf8
/htdocs/modules/system/language/schinese_utf8
Both folders are present in my site at these locations.

Also where do I find these "settings". I looked in the admin menu, but I am only able to find multilanguage setting, which can be enabled or disabled. There is not a way to choose which language. it appears to be all or nothing. That would be fine, if chinese were one of the languages listed, but only English and French are there.
