Fixed release of ImpressCMS 1.3.9

The distribution archive for ImpressCMS 1.3.9 has received an update to fix an annoying bug. Download the current version of the installer for a bug-free experience.

We received word that there was a problem during the module installation step of the installation procedure for a new ImpressCMS site. The problem has in the meantime been found and fixed. The problem was caused by a bad distribution of the Banners module, which is included in the core distribution. The banners module included in the core is now the correct version, the corrupt archive has been removed.

No other changes have been made to the archive, so we feel we can just update the archive and not release a new version just for this.
