ImpressCMS, like many other open source software projects, is based on another project. In this case, the project that has spawned ImpressCMS is XOOPS. Even XOOPS is a had its origins in another project - starting with PHPNuke, then NukeAddons, myPHPNuke, myPHPNukeSE, which eventually became XOOPS. One of the fundamental premises of open source projects is anyone can begin a new project (or fork) with the existing code.

Is this a bad thing? I think not. A fork is usually the result of differences between developers and their points of view of the future of the project. Neither are right, yet neither are wrong - they are just different. Can both projects survive? Yes, if each can get past the emotions that drove them in different directions and focus on bringing their ideas to reality.
